Kazakhstan’s national road infrastructure programme, anchored by the Nurly Zhol economic policy and successive government infrastructure budgets, has made road bitumen and bulk diesel two of the most actively traded petroleum commodities in the country. Pavlodar refinery is Kazakhstan’s primary domestic source of petroleum bitumen, producing road-grade bitumen as a by-product of its vacuum distillation unit following the 2014–2018 upgrade programme. Atyrau and Shymkent also produce bitumen fractions depending on crude feedstock composition and seasonal refinery scheduling.

LLP Kamenistoe-Neft supplies petroleum bitumen to road construction companies, asphalt plant operators, highway contractors, and project procurement organisations working on Kazakhstan’s public and private infrastructure projects. We also supply EN590 Euro-5 diesel and GOST-grade diesel to construction site fuel coordinators managing heavy equipment fleets — excavators, dump trucks, graders, rollers and concrete plant generators.

Road bitumen grades supplied: BND 60/90 — standard road bitumen for moderate-climate highway construction; BND 90/130 — for higher-traffic roads and warm-climate applications; BND 130/200 — for cold-climate and airfield paving applications in northern Kazakhstan. All bitumen grades supplied under GOST 22245 with penetration, softening point, ductility and flash point certificates. Minimum order for bitumen is typically 100 MT by road tanker (bitumen tanker) or 500 MT by rail in bitumen railcar wagons (bitumovoz).
